Too cold to resurface?

Is there such a thing as being to cold to resurface? Just tried its 3 out but this resurface with hot water as usual is very choppy, like tiny bumps all over. Been resurfacing like a dream till tonight but it just seemed to freeze right away.. Suggestions

My lower limit is usually -15/-18'C so that would be 5'F/0'F for you. The water freezes really fast (one pass is frozen when I am coming back) so you can build up ice really fast if you need a quick base, but the ice is usually a bit more brittle and any mistakes or slush from pull the hose will freeze into bumps and ridges almost instantly.
