Definitely flood, but don't linger in the high spots. Do one pass over the high spot and then do several passes in the lower spots. Water is going to find the low spots so it will gradually fill them. Keep skating on it.

During my rink's infancy, it was a snow-based rink so we skating on ridges like this every year. The kids actually enjoyed them because there was a slope and they could build up speed. :-)
