Leaf holes

Am I better off to try to fill a bunch (seems like 100!) leaf depressions with slush or just do some hose flooding or bucket dumps and hope that all the holes dont become bumps when the water expands?

Most of the leaves are removed but their depressions of 1/8 to 1/4 in are still there...which is an obvious problem.

Any flooding or resurfacing will fill those holes.
