I'd wait if it's windy. It's not that you'll damage anything, but a liner that might take 15 minutes to lay out in the calm could take more than an hour with wind. I'd had to do that and it sucks.
As for folds and creases, I don't usually worry unless it's in my shallow areas - meaning you wouldn't want a 5" fold sticking up in an area where you only planned to have 4" of water. But I'm not really a stickler for a perfectly flat liner. Once you skate or it snows, the ice will be opaque anyways.
