A lot of water delivery places (pool water companies, mostly) shut down for the winter, but I've used a number in MA and NH who stay open. My MA company is Lawrence Tank, who delivery 9000 gallons at a cost around $370 (but it differs by town). They're a bit flakey and disorganized, but they usually show up. (I say usually for a reason).
In NH, Fortin out of Londonderry works all winter and does a lot of rinks. Fortin is pretty good, although their office staff isn't all bubbles and sunshine.
Buxton also works out near the seacoast, and I've paid to have them do some of my customer rinks in MA and closer to Manchester NH. They've been great, very professional and on time.
