Unfortunately, that how nature works. Drilling holes isn't going to do anything to freeze the water below the current ice. I've said it before and I'll say it again, patience is one of the greatest assets to have when building backyard rinks. You can't make the water freeze any faster unless you have a refrigeration plant.
As long as the ice is thick enough to support weight, you can still skate on the ice.
