As long as it can withstand your weight, I definitely would add some thin layers to the top. I wouldn't add too much though... patience is your greatest tool right now.

All depends on how cold it is... personally I wouldn't lay more than 1/8"-1/4" at a time as this allows a nice even freeze in a shorter period of time. Plus you avoid the risk of shale ice or the ice humps.

First of all, wow, that's a lot of mess!! Without seeing the ice or knowing what weather it went through, I can only throw darts in the dark. Here's my guess: It looks like there was a good base of ice, then water was added either by sprinkler or running hose... the water will run to the lowest poin...

Don't worry too much about the ridge around the boards. You can either chip that down when you get your base to the right level or it will wear itself down from skate blades or the constantly scraping from shovels (constant because you will be skating on it so much!)

You'll never get all the snow off the ice no matter what method you use (shovel, broom, blower). I'll back Matt on the use of water - whether hot or cold, that flood will get rid of all the last particles of snow and make for a beautiful ice surface ready for skate marks.
