You can certainly put a rink on a hard surface...my entire rink is on an old tennis court. The challenge is indeed in supporting the boards. I have some old wooden brackets that keep the boards upright, but then I use sandbags and cinder blocks to keep them from pushing out. I built a rink last year...

I also have 2x12's, and stack them with space in between to let the air flow. Be careful with the tarp covering, as condensation can lead to mold just like rain can. I usually put something on top of the boards, but still leave some airflow around the sides so they remain mostly dry.
